This is indeed by design. Using the Restore Portal, you can only restore the data to its original location which in case of deleted user does not exist. Hence, such a restore is not possible.
The only type of deleted object that you can restore using the Portal is a team. A new team will be created in your production environment and all the content will be restored.
In a longer term, we plan for adding more functonality to our Portal, including the ability to restore to another location. This will allow for restoring, for example, a deleted mailbox to another mailbox that is present in production.
