I still post this here because I found this thread exactly because of the nginx search term and this is what most other might do...
Basically the issue having this test page and generally speaking the server responding to https/443 for JeOS and the v13 hardened repo, according to Veeam support (case for reference 07851339 ) it is "expected" in version 13.0.0.4967.
Should be fixed (disabled?) in v13.0.1
