We never provided such capability in the product and V13 is no exception.
Also, you probably already know this but obligatory comment: VHR is not designed to be hosted in a VM and we specifically recommend against deploying VHR in a VM as it ruins the whole feature (there's no more "hardened" in "hardened repository").
