I am also running into this problem. We are replicating to a Cloud Connect SP in which they are running Cloud Director. This is the only thread I could find in which this issue is talked about.
I performed a Planned Failover for the VMs, expecting to see the Permanent Failover button afterwards but it was greyed out. The only way to finalize the planned failover, as others have stated, is to add the same VMs into a Failover Plan, Start it, wait for it to realize that the VMs in the plan is already running on the replica and then I am able to finally see the Permanent Failover button. Is this a bug or by design?
