Only backups that fall outside the operational restore window will be moved to the Capacity Tier, this applies to incremental backups as well. Please refer to this section of our user guide for more information about the Move policy mechanics, and let us know if you have any specific questions.
Yes, you can perform a point-in-time restore because all the necessary data is available in the repository, regardless of whether it is on the Performance Tier or the Capacity Tier. However, as I mentioned earlier, if the backups on the Performance Tier become unavailable, point-in-time restore in Explorer will not be possible.
