If your Configuration Backup is encrypted, then you only need to enter the decryption phrase for the Configuration Backup and the stored passwords will be usable without having to re-enter them all.
I understand you're in a bit of a predicament here, but regrettably the options outlined before will be the only way forward here. If the proposed solution to find the necessary tapes isn't suitable or a bit too intimidating at this time, I propose avoid it and begin cataloging the tapes to rebuild the tape catalog. It will take sometime, but it will ultimately get you where you need to be.
