Veeam support found the resolution to this issue (and it's a simple fix)!
- Make sure all VBO jobs are either completed or stopped before proceeding.
- Go to [General Options] > [Security] tab.
- Click Install, leave at default Generate a new self-signed certificate, click next to install the new certificate.
