In v12.3 we added filtering for this specific report so you can use some masks on instances name to include/exclude them:

In v13, we have filtering for every column, so it will be easier to filter anything from any report.
But this doesn't match the initial request of excluding out Public Cloud Instances from the licensing itself. Could you please share some screenshots either here or in private message about the VBR license page, with the public cloud instances consumed, vs Veeam ONE? They should match.
