Then I suspect it has to deal with some SAN fabric and/or RAID controller settings. You really need to engage the storage vendor here because Veeam will restore VM data as fast as the primary storage is willing to accept it (assuming this is where the bottleneck is). I remember HPE hitting like 10GB/s multi-VM Direct SAN restore performance in their lab one year ago, testing restores from a single HPE Apollo 4510 repository box to some HPE arrays.
