I suggest to start with our help center article for „Restore to Amazon EC2“.
Please note, that you need a Veeam backup server for the restore. In case your on premise environment is completely lost, you have to deploy another backup server and import a configuration backup or reconnect to the AWS S3 buckets.
You can also Restore VMs with AWS Private Link or AWS Direct Connection. Please follow the steps in our KB for this kind of scenario: https://www.veeam.com/kb4264
