It’s indeed the case. We've quickly confirmed that when a custom user account is assigned local administrator rights, UAC has a direct impact on connectivity.
Specifically, with UAC enabled, the custom local admin user is unable to establish a connection.
We'll conduct a more thorough verification shortly, but based on this initial check, the behavior appears to be reproducible.
If confirmed, we'll update the documentation.
