I think I am seeing something very similar in a 2022 HCI cluster (21h2)
- High CPU on clussvc (basically uses whatever is spare on the host and pins all cores near 100%)
- It is happening at the start of a Veeam backup run
- I have the I/O Thread Handling fix in place (which has resolved that issue)
- I seem to be able to clear the condition by migrating the core cluster resources to another host
Did you get any further troubleshooting your issue?
