VHR must be able to reach the HTTP proxy and the HTTP proxy must be able to reach repository.veeam.com.

Or should it be a real http/https proxy?

maybe this is where the confusion comes from. The proxy settings are for proxies. A Hardened Repository is not a HTTP proxy. It's a repository. Veeam does not ship HTTP proxy software and you can use any HTTP proxy you have in your environment.
