Yes, revoking license instances allows you to use the license for other workloads. The license administrator of the license can download the license file from https://my.veeam.com.
If you just plan to replace your old backup server, then a license revoke won’t be necessary — just deploy the new backup server with your license file.
If you plan to run both backup servers in parallel on the same license, then you must deploy Enterprise Manager to manage license consumption between both backup servers.
