So KB5058411 wouldn't completely install. Disabled all VBR jobs and performed a repair install of Server 2025.
Memory use went back to 90+Gb out of 96Gb.
Installed KB505411 - after 3 reboots for the installation(!) memory use is back to 10(ish) Gb.
Will re-enable VBR jobs and run them. I expect them to work as advertised.
So firm conclusion - something is fixed in KB5058411 that, in my specific use case, fixes the high RAM demand for VBR/ReFS. It may work for you.
