My colleagues from our Support Team informed me that they have reports of other users experiencing similar symptoms. Currently the issue is being investigated, I would try again in a little bit.
Try requesting an SFTP account while the Support Portal issues are being investigated -- I was able to create one just recently so hopefully it will let you get logs to Support while the Case Portal issues are being investigated.
