Veeam tracks the repository based on the added host and the path on that host (there are a few additional items it checks (I think) but these are Veeam internal identifiers)
So, in effect connecting the same host with the same volume letter ought be just fine. I would do a rescan of the repository once the iscsi target is reconnected, and also take a Configuration Backup of Veeam in advance "just in case".
