Since the issue is with the one specific VM, it is logical that you should engage the hypervisor vendor to troubleshoot what's wrong with it.
Also, given it is a single VM only, I would try simply recreating the VM and attaching existing disks to the newly provisioned VM. Maybe it will solve the issue for you, in case it's just some unusual non-default VM configuration settings that is causing this.
