Stumbled upon your thread having the same problem.
Found out that veeam doesn't like it when the accounts are part of the Protected User group. Any attempt to put the gMSA backing up our DCs into this group ends up with exactly the same error. Seems veeam doesn't like kerberos at all and keeps using NTLM!? Which if true would be pretty bad... Maybe someone can confirm this?
