Assuming the backup is from some old Veeam versions, if the password you used was short and insecure (e.g. under 10 symbols long and low complexity), then you can potentially brute force it.
Version 12.1 strengthened backup file encryption significantly, so the password would need to be max 8 symbols long to be brute-force-able in a reasonable timeframe.
In all other cases, unfortunately there's absolutely no way to recover your data from this backup.
