If your purpose is to restore only, then have a look at the restore to another server workflow and try set-backup-for-restore command to select the necessary backup. If you want to make a copied backup be the primary one and continue running backups there, please open a support case to troubleshoot the issue with the promote command, and share a support case ID: I'm pretty sure that the plug-in does not see backup copies due to the issue with metadata synchronization, it does not work because of a duplicate in one of the configuration database tables.

Also, why don't keep just a single instance of Veeam B&R on the DR site and perform configuration backup? I never recommend installing 2 Veeam B&R servers.
