"ReFS a couple of years ago" is not necessarily a great benchmark as Microsoft kept working on optimizing it all this time. And then there's XFS that is yet to see ANY performance complaints on these forums.
Having said that, keep in mind you can schedule Active Fulls monthly or quarterly for example. There's no point in scheduling it each week because significant fragmentation with meaningful I/O performance impact takes much longer to generate.
